TikTok Top Stories: Sept 28-Oct 4, 2026

This week’s TikTok top stories ran from a UK regulator closing out a children’s privacy fine to a Taylor Swift single turned into a team game on the app. Between September 28 and October 4, 2026, TikTok news covered Boots opening a TikTok Shop, a self-commissioned economic report, an office closing in Nashville, a museum livestream, and a raccoon who is still famous.

Below are the TikTok top stories for the week, grouped the way every edition of this column is: legal and policy, big news, trends, one video worth watching, one person worth knowing, and a quick-hits list. Each story links to its full breakdown on this site where one exists.

The week in one line: child safety kept dominating the legal side, while on the culture side TikTok showed how much of a release now happens inside the app.

Three Child Safety Tracks in Six Days

The biggest legal thread among this week’s TikTok top stories is one this site put together on Saturday. Within six days in September, a federal judge kept a 2019 consent decree in place, TikTok’s US unit joined an industry program called Lantern, and TikTok settled with Alabama.

The three are very different mechanisms: a court order, a voluntary program and a negotiated settlement. The full comparison, including what the public record does not say, is in TikTok Child Safety: Three Separate Tracks in September 2026.

The pieces behind it are worth knowing. On September 21, Judge George Wu formally refused to vacate the Musical.ly consent decree, which keeps TikTok’s reporting duties running through 2029, as covered in the consent decree ruling. On September 22, TikTok USDS Joint Venture joined Lantern and pledged $2 million to NCMEC’s CyberTipline modernization. And Alabama’s deal guarantees the state at least $100 million, in this site’s Alabama settlement breakdown.

A UK Fine Becomes Final

The last of the legal TikTok top stories did not make that comparison, because it is a different country’s regulator. On September 24, the UK’s Information Commissioner’s Office said TikTok had withdrawn its appeal against a £12.7 million fine imposed in 2023, making the penalty final. The ICO’s announcement is on its own site, in the ICO’s news post.

The ICO said the 2023 fine, issued to TikTok Information Technologies UK Limited and TikTok Inc, covered failures around children’s data. It estimated that up to 1.75 million UK children under 13 used TikTok in 2020, despite the platform’s rules not allowing children that age to hold an account. It said TikTok failed to carry out adequate checks to identify and remove underage children, failed to give users clear information about how data was collected and shared, and failed to obtain parental consent.

TikTok also withdrew a second appeal, against an information notice about how it processes the data of 13 to 17 year olds in its recommender systems. The ICO said that appeal had stopped it from progressing an investigation it opened in February 2025, and that the investigation can now continue.

ICO Deputy Commissioner Emily Keaney said: “We have always been clear that this processing was not for the special purposes, and following the Upper Tribunal’s decision, we welcome TikTok’s withdrawal of its appeals.” The ICO’s post does not say where the £12.7 million goes, and this site has not seen a TikTok statement on the withdrawal.

Big News: TikTok Shop, a Report and an Office Closing

Boots Opens a TikTok Shop

Among the week’s TikTok top stories on the business side, Boots, the UK’s largest pharmacy and beauty chain, launched a storefront on TikTok Shop on September 28. It built the shop with THG Ingenuity and began with its own No7 range: the No7 Pro Artist makeup line, the Good Intent range and the Prime Forever skincare collection.

TikTok’s Own Economic Impact Report

The TikTok top stories list includes a number TikTok chose for itself. On October 1, its Newsroom put figures on its own value: $81 billion in US GDP and 410,000 American jobs supported in 2025. The research came from PF Global, a firm TikTok commissioned, which surveyed more than 11,000 US adults and 5,000 businesses.

The report also says 27 million Americans visited a local business for the first time after finding it on TikTok, generating about $4.7 billion in local spending, and that 93% of businesses report increased sales. It is a self-commissioned report, not an independent audit, which is the point this site’s economic impact report breakdown spends the most time on.

Nashville’s Office Closes Monday

Among the TikTok top stories with a hard deadline, the TikTok Nashville office closure takes effect Monday, October 5. TikTok confirmed on August 6 that the Music Row office, which housed part of its content-moderation team, would close and that 250 jobs would end. The office occupied roughly 145,000 square feet in the Moore Building.

TikTok’s own public statement cites “streamlining operations.” A related round at the Bellevue, Washington office, 75 jobs, was announced August 19 with a last day of October 19. The details are in TikTok Nashville Office Closure: 250 Jobs End October 5.

A Museum Goes LIVE

The TikTok top stories also include TikTok LIVE taking a camera inside LACMA’s new David Geffen Galleries on September 30 for the eighth stop of its Museums Come Alive series. Creator Drew Tillman led a curator tour of the Egyptian collection and harpist Lizz Vega performed a live set, across two one-hour segments. Patient Zero Turns a Release Into a Game

The trend story that matters most among this week’s TikTok top stories is not a dance. TikTok built a Search Hub for Taylor Swift’s “Patient Zero” where fans unlock a profile frame by following, saving, posting and listening, and where some behind-the-scenes music video clips only open if the whole fandom hits a shared goal. SaWaDiKa Keeps Spreading

BLACKPINK’s LISA released “SaWaDiKa” on September 3, and the choreography is still spreading. The music video reached 100 million YouTube views in roughly two days and four hours, the fastest of any music video in 2026, and the song was in its second week on the Billboard Hot 100 as of September 23. The Text From A Format

The Pretty Little Liars “text from A” trend has creators typing a fake text signed “-A” that calls out one mildly embarrassing habit, then filming themselves doing it. There is no new episode, movie or announcement behind it, which is what makes it a clean nostalgia format. Two Fishes, and Whose Line It Actually Is

The “Two Fishes” audio is the attribution puzzle among the TikTok top stories. It is for arguing a take nobody asked you to defend, delivered in full deadpan. The internet attached it to Corbin Mims, but the line was said by Sincere Rhea in a Love Island USA Season 8 confessional. Corbin Mims is a real cast member with his own, separate “CorbinGPT” meme. The TikTok top stories video pick is Taylor Swift’s own post about the “Patient Zero” video. Its caption is a director’s note, and it is the reason the hub exists as a story at all. Swift says she wanted to “incorporate elements of gothic ghost stories, true crime, psychological thrillers all in a setting I hadn’t really shot in much.”

Creator Spotlight: TikTok Top Stories Edition

Jimothy is the unlikeliest creator spotlight in these TikTok top stories, since he is a raccoon, but the person behind the first clip counts. Seattle resident Kiana Hall filmed Jimothy the raccoon in the Ballard neighborhood on July 13, 2026, and posted the clip to Instagram, not TikTok. TikTok caught up fast: news accounts including @nbcnews, @cnn, @abc7la and @abcnews posted their own coverage directly to the app.
